Dear Chair Safarik and members of the County Council,
This letter is to offer my support for the confirmation of David Frankel to serve as your
County's Legislative Auditor. I have known Mr. Frankel for many years in both my
professional capacity and as a friend.
In the 1980's and 90's, as a member of the Honolulu City Council and as its Chair, I
worked with Mr. Frankel on issues dealing with land use and public policy. I came to
know him as a passionate, creative, thoughtful and dedicated advocate. David is bold and
articulate. These are rare and needed qualities in a public servant.
Over the years, in my capacity as the Director of the Office of Environmental Quality
Control and later, as the Deputy Director of Health for the Environment, I saw Mr.
Frankel develop into a skilled lawyer and careful bill writer. He knows the legislative
process at both the State and County levels. He is clear- thinking and easy to work with,
He will serve Hawaii County with honesty and professionalism.
While some may associate David Fanke] with high-profile and controversial issues, I
know that he is fair minded, respectful and humble. I am sure that he will dedicate
himself to the serious business of the County Council with honor and distinction.
