Safarik, Councilmember ~ Dear Chair Safarik: SUBJECT: LEGISLATIVE AUDITOR I've known David Kimo Frankel for nearly ten (10) years and I'm pleased to support his appointment as your County's Legislative Auditor. I served in a number of positions in State government and had opportunities to discuss many issues with David over the years. I'm confident that David will bring to the job the same passion, energy and keen intelligence that has marked his other activities. I met David in 1995 when we both served in the early years of Governor Ben Cayetano's Administration: David was a key appointee in the Office of Planning (OP) while I was Deputy Director at the Department of Land and Natural Resources (DLNR) under Michael Wilson. David was a familiar sight commuting on his bicycle from Palolo to downtown Honolulu. Part of my job was to coordinate legislation, including testimony from related agencies. I worked closely with David and others at OP in shaping policies and legislation for the coastal zone and natural resources. Even after David left the Administration to work as the Sierra Club's Executive Director and later to the Big Island, we continued to have productive, although sometimes heated, interactions on legislation and issues concerning DLNR and Hawaii's environment. Safarik, Councilmember December 6, 2004 Page 2 discussions of the issues at stake. I never doubted that David's participation added positively to sharpening the issues and ideas. After serving for a number of years at the Department of Commerce and Consumer Affairs and the Department of Labor and Industrial Relations, I returned to DLNR as Director in 2000. During this time, David was helping to create a charter school on the Big Island involving conservation land. He brought the same passion, energy and keen intelligence to this school project that he brought to sustaining Hawaii's environment. I'm sure that David will be a strong addition to providing information and services to the members of the County Council. Very truly yours, GILBERT S.
