RESOLUTION NO. 21 04 Draft 2 RESOLUTION CREATING A TRAFFIC SAFETY COORDINATOR (TEMPORARY) FOR THE HAWAII COUNTY POLICE DEPARTMENT WHEREAS, State of Hawaii Department of Transportation, Public Affairs Office -Safe Community Program has authorized funding for the Hawaii County Police Department's Community Based Traffic Coordinator Program; and WHEREAS, the grant funds aze to be used to create a community based Traffic Safety Coordinator position to facilitate the development of a County of Hawaii Impaired Driving Prevention Task Force; to serve as the liaison for the Police Department between the community and other government agencies regarding impaired driving program; and to evaluate the Intoxilyzer program and the Administrative Revocation Procedures to improve conviction rate; and WHEREAS, the Traffic Safety Coordinator position will also provide support to existing traffic safety groups, develop an active M.A.D.D. group, stage Shatter Dreams programs and work to improve traffic safety and facilitate programs; and WHEREAS, the creation of this position will improve the educating of the public and bringing about more public awazeness of the problem, in turn, reducing the number of injuries and deaths; and WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has the power to "Create positions...for which appropriations have been made by the council...". NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that a Traffic Safety Coordinator (Temporary), SR-16, position be created in the Hawaii County Police Department. 1SE IT FURTHER RESOLVED that funds are available through the State of Hawaii Department of Transportation's Community Based Traffic Coordinator Grant.
