Re: Capital Budget
Enclosed is a bill for an ordinance adding the New Open Covered Structure with Water
Cleaning System (South Kohala Automotive Shop) project for $190,000 to the Capital
Budget. This project, needed to meet the EPA and Department of Health Clean Water Act
requirements, consists of constructing a new open covered structure and installing a water
cleaning system at the South Kohala Automotive Shop. Wastewater from the shop's
engine/parts steam cleaning contains hazardous materials and isolating the contaminated
wastewater for recycling is extremely important for the environment. The water cleaning
system will separate the contaminated water and pre-treat/process it for recycling.

Amend Ordinance 04-75, Capital Budget by adding an appropriation for:
New Open Covered Structure with
Water Cleaning System - S Kohala Automotive Shop 190,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI•
This Water cleaning system for the South Kohala Automotive Shop is needed to meet the EPA and
Department of Health Clean Water Act requirements.
Industrial facilities are being pressured to control harmful oil discharges and spills as a result of more
stringent environmental regulations and high penalties for non-compliance. Such oil wastewaters are
part of our routine operations, such as engine/parts steam cleaning and maintenance washdown.
Wastewater from such engine cleaning, etc. contains hazardous emulsified oils, ethylene glycol, etc.
Isolating the contaminated wastewater for recycling is extremely important for the environment. The
water cleaning system will separate contaminated water and pre-treatJprocess it for recycling.
