Safarik, Chair, and HSAC Vice Fresid t SUBJECT: Resolution for Inclusion of Proposed Legislation for the 2005 HSAC Legislative Package Attached for your consideration, please find a resolution for adoption of four proposed measures to be included in the 2005 HSAC Legislative Package, as follows: 1. RELATING TO COUNTIES -Amends Chapter 46, H.R.S., to allow the State to indemnify the counties when the State receives county assistance or services, or acts as a vendor to the counties. 2. RELATING TO INTOXICATING LIQUOR -Amends Chapter 281-17, H.R.S., to allow liquor commissions to use revenues derived from fines and fees in furtherance of programs that work to minimize the incidence of alcohol abuse. 3. RELATING TO CONVEYANCE TAX -Amends Chapter 247-7, H.R.S., by providing the counties with a percentage of the conveyance tax collected, to be used for the development of affordable housing. 4. RELATING TO COUNTY TAXES -Amends Section 46-16.7, H.R.S., by providing the counties with authority to establish a general excise tax; amends Section 237D-6.5, H.R.S., by determining the distribution of excise tax revenues; and repeals Section 237-8.5, Section 237D-5.5 and Section 238-3.5, H.R.S. Safarik, Chair, and Council Members FROM: Donald Ikeda, Chair Committee on Public Works and Intergovernmental Relations SUBJECT: Request to Waive a Resolution Relating to Proposals for Inclusion in the 2005 IISAC Legislative Package Pursuant to Section 1(g) of Rule 4 of ¢.,he Procedures of the Council of the County of Hawaii, I request that the transmittal dated December 21, 2004 from Council Chair and HSAC Vice President Gary S. Safarik and the attached resolution to include proposed legislation in the 2005 HSAC Legislative Package, be waived from my Committee on Public Works and Intergovernmental Relations for consideration by the full Council at its next scheduled meeting on January 5, 2005. In the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Public Works and Intergovernmental Relations for placement on its future agenda.
