Aloha! I extend my best wishes to all my council colleagues today. Please accept my regrets
for not joitimg today's committee session, as my rehabilitation proceeds following recent hip surgery.
I hope to rejoin you soon.
However, l can join you today via this letter end request that you give some thought to some
simple questions about our General Plan as follows:
1. Can we find some compromise between the cumbersome "Manhattan phone book" that is
Drag 1 and tbe more cogent, reader-friendly, and reasonable text of Draft 2 or Draft 3?
2. Can we delete those amendments in Drag 1 that compromise the County's agreemcrtts of
record affecting Kohanaiki, Keopuka, and Holculia, rather than subjecting the council, the
plerming director, the plarmmig commissicm and the public to marry more rounds of interim
and uncertain amendmerns't
3. With due diligence, can we fully consider each of the many comanunications on today's
agenda received firom members of the public -including citizens from my district -that find
fault with Drag 1 or beg for its rcevahurtion?
4. On maters of public facilities and protective scrvioes -pages 220-223 relating to wunscling
centers, aeromedieal helicopters, numlxxs of police officers, and first responder standards,
etc. -can we exercise the good judgment to amend these sectioru so we don't tie our hands
poimlessly or invite hivolous lawsuits for failure to meet impossible standards?
5. Where inconsisteru:ies or confusing statements are evident - i.e., pages 109 and 110, can we
take tlrc time to correct them in a new draft? For instance, I am coneemed about mandating
the distribution of historic site infrxmation, which might jeopardize Hawaiian artifacts.

Mario Cuomo, New York's former governor, once said of elected officials, "We campaign in
poetry and govern in prose."
I realize that adoption of the Genera] Plan is along-awaited outcome for our community. The
prior council undertook an honorable effort to both assemble a new draft and to defer its further
consideration -upon the request of many, including newly utstalled council members - to this new
council Germ. Havutg done so, I implore you to set aside the spin and rhetoric of the campaign
season and, instead, take up the roal work of governing in roasonable, economical prose.
My sense is that we're not so far apart on many key issues that we can't devote the last leg of our
efforts to a final draft we can all support. I hope all of us will do the wort that creates an excellent
document. 7ltank you for considering these comments.
