To: Councilmember Michael Tulang Vice Chair HSAC, Members of HSAC and Merrt~i;rs of
the Hawaii County Council
Topic: HSAC 2005 Legislative Package
Dear Councilmember Tulang and Councilmembers,
Please include a request for legislative action to establish a registry of sites of possible
Unexploded Ordnance (UXO) and past military live fire sites across the State of Hawaii. This
is needed to protect the health and safety of the people of Hawaii. Let us now give this measure
of safety to the residents and investors of our state. The amount of UXO is incalculable at the
present time. It appears that the military will continue to increase training operations and that
the real estate market will be encompassing an even greater volume of lands in this state for
residential uses. There are many well-documented UXO sites across the state. We need to
establish a registry program to locate these sites to prevent emergency, civil defense and others
from being injured or killed by UXO that hasn't been located or cleaned up.
Sincerely,
Councilmember Bob Jacobson
