AV AMNESTY RESOLUTION
I have previously provided written testimony to the Environmental Management
Commission of which you have a copy. I feel strongly enough about this to come
before you to reiterate the support there is for this project within the
communities.
As many of you may remember, through the Prosecutor's Office CEO project and
continuing within the Resource Center, there have been meetings around this
issue for about 3 years. Council Chair Safarik and Councilman Jacobson were
involved in the initial meetings.
In that time we have accomplished a great deal with the help of the police
department and the AV Coordinator, James Isa.
There is now a contract system around the island with designated towing
companies hauling all reported AVs. This has improved promptness of removal
and made it worthwhile for all involved.
The next step is to whittle away at the derelict cars on private lands and private
roads .During illegal dumping meetings involving Kamehameha Schools,
Hawaiian Home Lands, Shipman, and other large landowners this was a key
issue in management of their leaseholds. Many illegal drug manufacturers and
sellers had been accepting cars and car parts as payment and the accumulation
has been very heavy in some communities. Some of these dumps have even
been placed on someone else's property, unbeknownst to the owner or
leaseholder.
Now that we are making headway in our war against drug manufacturing and
promotion, we can begin to clear up these sites and eliminate the hardship for
the homeowners and leaseholders.
It is ultimately an environmental issue rather than a police matter and it is our
hope that eliminating this backlog will allow law enforcement to go about their
normal business and neighborhoods to once again feel pride in their
surroundings.
