(Provides clarification of who may formally waive solid waste disposal fees and
when).
Erom Environmental Management Department Director Barbara Bell, dated
December 16, 2004, transmitting the above bill. States there will be more cilcctive
support and encouragement of clean-up activities by non-profit organizations and
community groups. States that the Environmental Management Commission
unanimously recommended approval of this ordinance at its meeting of
November 17, 2004.

(Allows for a green waste tip fee in order for more accuracy in charging for costs
incurred by the Solid Waste Division in providing necessary services to divert
organics from landfills). _
