planned development at Honokohau Harbor, so I won't take up your time today
going over these plans, but did want to take this opportunity to emphasize the
importance of the requested amendments to the County General Plan as a
necessary step in the required entitlement process for the planned development of
the harbor and State lands surrounding it.

We are submitting for your reference two previous letters from the prior
Chairperson of the Board of Land and Natural Resources (BLNR) to the County
Council Planning Committee and a more recent November 30, 2004 letter to
Mayor Harry Kim from BLNR Chairperson, Peter Young, regarding the requested

JDI has entered into along-term lease agreement with DHHL to develop their
p' lands and that BLNR has selected and initiated lease negotiations with JDI to

We note that both DLNR and the Jacoby group have held meetings to get public input on the
potential uses for the site. As noted in the November 30, 2004 letter from Peter Young to the
Mayor, it was at these meetings that we heard from the public of their desire for expanded small
boat facilities at the harbor and heard community support for the master planned mixed use
development that includes resort, commercial, recreational, and cultural uses. We also note that,
in their discussions with both State and the County representatives regazding the planned harbor
expansion and related mixed use development, JDI has expressed their commitment to a harbor
development that is planned in context to the overall regional infrastructure, and that addresses
community concerns related to the current infrastructure needs, development of affordable
housing, protection of the shoreline and coastal waters, sensitivity to the environment and
cultural sites, and alleviating traffic congestion.
We are providing this testimony to reemphasize the need for previously requested amendments
to the County General Plan that aze needed as a prerequisite to seeking the necessary
entitlements to implement the planned harbor development. These requested changes to the
County General Plan, as shown in the attached exhibit, would allow for the planned harbor
expansion, resort and urban uses, with an open area designation along the shoreline.
We thank you for the opportunity to provide this testimony and look forward to the opportunity
to work with the members of this committee and County Council in the further planning at
Kealakehe. I would be pleased to answer any questions that you or other committee members
may have at this time.

Dear Mayor Kim:
1 understand you are reviewing the General Plan and the update process. As you continue your review,
we would like you to wnsider amendments around the Honokohau Small Boat Harbor at Kealakehe.
We ask for your support in expanding the resort and other urban General Plan (GP) designations on
state (DLNR) lands amend the Hanokohau Small Boat Herber. These GP designations will allow us
to move forward with the development of the site.
As you know, the Board of Land and Natural Resources (BLNR) recently conducted public meetings
relative to its desire to make spproximatdy 350-acres of state land available for appropriate
developmetn. We held a separate meeting specifically to get public input on potential uses for the site
and heard from the public the desire to expand small boating facilities, including an expanded marina.
In addition, the cownuoity expressed support for a masteo-plamted mix use development, including
resort, commercial and recrcational uses.
We recently concluded an RFP process to select a developer to implement this plan and arc starting
negotiations on a lease for the sites The BLNR selected Jacoby Development, Inc. (JDI) to develop the
site. I understand they have discussed with you certain GP amendments noting an expanded harbor,
resort and urban uses, with an open designation along the shoreline, I believe these are consistem with
the master-planned developme~ envisioned by the BLNR
Thank you for your consideration of this request. Again, we ask for your support for expanding these
uses at Kealakehe so the State may move forward with its planned development.

SUBJECT: Hawaii County General Plan Update
Honokohau Small Boat Harbor
The Department of Land and Natwal Resowces Boating Division is responsible for the
management of the State's small boat harbors, including the existing harbor at Honokohau. The
Division is responsible for the operation and maintenance of these facilities. Because of the
limited State resources, we aze required to seek opportunities to develop resowces to fund these
mandates. A key element of obtaining funds for the operation and maintenance of the harbors is
the ability to develop and lease ancillary commercial/industrial areas around the existing harbors.
In reviewing the proposed revisions to the General Plan Land Use Pattern Allocation Guide map
as shown on North Kona Map No. 3, it is our understanding that the mauka portions of the
Honokohau Small Boat Hazbor are proposed io be revised from "Urban Expansion" to "Open".
This is part of Proposed Revision No. G-14. Attached, please find an enlargement of a portion of
North Kona Map No. 3 which shows the approximate boundary of the Honokohau Small Boat
Harbor boundaries in relation to the Proposed Revision No. G-14.
We respectfully request that the portion of existing "Urban Expansion" designation over the
portion of the Honokohau Small Boat Harbor be retained and the Proposed Revision No. G-14 be
amended accordingly. This will clearly allow the DLNR Boating Division to pwsue futwe
zoning of this area to allow income producing opportunities to support the Harbor.
We also note that the majority of the existing Honokohau Small Boat Hazbor and the adjacent
State parcel south to the Queen Liliuokalani Trust is within the General Plan LUPAG "Open"
designation. It is ow understanding that the existing harbor and related facilities are permitted

uses within this designation but expanded or more intensive uses may not be appropriate. If this
is the case, we would also request that the LUPAG designation be revised to a category that
would cleazly allow uses.within an urban expansion designation.
