Ota <br /> Subj: Hawaii County General Plan <br /> It is my recommendation that the following subjects be included into the County <br /> General Plan. These subject matters are to be addressed and laws created within the <br /> County of Hawaii for the health and welfare of the Citizens of this County. All of the <br /> subjects I address here aze very serious health hazards; not only to human beings but <br /> animals and the environment of this County. The pollution agents must be cleaned up for <br /> the health and well being of the total population. I have previously named three subject <br /> <br /> matters during my previous testimony. They aze: <br /> 1. Cesspool/Septic Tanks/Sewage System. <br /> 2. Closure of Kamehameha Avenue. (Aleanio Canal Overflow) <br /> 3. Dioxin (Agent Orange) Clean up the hazardous material from land, rivers & Ocean. <br /> l would like to add into the County General Plan the following additional subjects. <br /> a. Hawaii County needs to create and enforce the law to BAN the U.S. Military from <br /> using, testing or evaluating Chemicals, Radioactive material, Micro Wave Systems <br /> within Hawaii County. A list of acceptable and not acceptable chemicals or <br /> systems should be created. Violations by the Military would be subject to <br /> Compensations from the Defense Depaztment. The Citizens of this County have the <br /> right to demand protection from other agencies of the Government who create <br /> pollution but are not held accountable for the effect they create. Contamination of <br /> the land and health risks cannot be tolerated by the residents or County <br /> Government. <br /> b. Hawaii County needs to create and enforce the law to restrict the usage of <br /> hazardous Chemicals on the slopes of Mauna Kea and Mauna Loa. Although the <br /> State of Hawaii may own the land, the residents of this County depend on the <br /> frozen ice on these mountains for their daily drinking water. Contamination of this <br /> valuable resource should not be tolerated by anyone. All of the observatories, <br /> including the University of Hawaii Hilo Campus and the State of Hawaii should be <br /> held accountable to honor this law. Additionally, the use of Laser Beams from the <br /> observatories should be BANNED. The effects of Radiation from the Laser Beam <br /> and the effects of Electro Magnetism and Micro Wave Technology and its effects to <br /> humans, animal or environment have not been addressed. Other new Technology <br /> systems which can produce negative effects, are not addressed.
