Subj: Hawaii County General Plan
It is my recommendation that the following subjects be included into the County
General Plan. These subject matters are to be addressed and laws created within the
County of Hawaii for the health and welfare of the Citizens of this County. All of the
subjects I address here aze very serious health hazards; not only to human beings but
animals and the environment of this County. The pollution agents must be cleaned up for
the health and well being of the total population. I have previously named three subject
matters during my previous testimony. They aze:
1. Cesspool/Septic Tanks/Sewage System.
2. Closure of Kamehameha Avenue. (Aleanio Canal Overflow)
3. Dioxin (Agent Orange) Clean up the hazardous material from land, rivers & Ocean.
l would like to add into the County General Plan the following additional subjects.
a. Hawaii County needs to create and enforce the law to BAN the U.S. Military from
using, testing or evaluating Chemicals, Radioactive material, Micro Wave Systems
within Hawaii County. A list of acceptable and not acceptable chemicals or
systems should be created. Violations by the Military would be subject to
Compensations from the Defense Depaztment. The Citizens of this County have the
right to demand protection from other agencies of the Government who create
pollution but are not held accountable for the effect they create. Contamination of
the land and health risks cannot be tolerated by the residents or County
Government.
b. Hawaii County needs to create and enforce the law to restrict the usage of
hazardous Chemicals on the slopes of Mauna Kea and Mauna Loa. Although the
State of Hawaii may own the land, the residents of this County depend on the
frozen ice on these mountains for their daily drinking water. Contamination of this
valuable resource should not be tolerated by anyone. All of the observatories,
including the University of Hawaii Hilo Campus and the State of Hawaii should be
held accountable to honor this law. Additionally, the use of Laser Beams from the
observatories should be BANNED. The effects of Radiation from the Laser Beam
and the effects of Electro Magnetism and Micro Wave Technology and its effects to
humans, animal or environment have not been addressed. Other new Technology
systems which can produce negative effects, are not addressed. The Citizens of this
County cannot allow This continuing contamination to go on.
