Subject: Bill 163, Draft 1, General Plan, Let's Get On With It!

As a recent legal resident of Kona, who has been coming to the Big Island for about
twenty years, I am alarmed at the lack of planning, and the results on our community.
I still maintain a 2nd residence in the San Francisco area, and must say that the
traffic in Kona is now consistently worse than many parts of the San Francisco area
where many of our tourist guests are trying to escape from. Furthermore, as one
drives around Kona, the natural beauty and special nature of Hawaii is looking more
and more like the clutter and congestion of driving on highway 101 from San Francisco
to San Jose city after city, house after house, development after development,
with only an occasional stretch of the natural beauty (views, etc) that brought
people to California.
To my way of thinking, it is essential that we balance the need to preserve the land,
and develop it, in a responsible and rational matter. This means that we have the
necessary infrastructure to support growth (yes, we do have some catching up to do),
and support those who will maintain the rural and agricultural nature of our island.
I believe that the General Plan before you today makes steps in this direction.
I encourage you to vote in support of this long overdue General Plan.
