Summarizing the proposed revised Hawaii County General Plan process and outputs to date. <br /> 2. The basic reasons for the delay in producing a final, approved General Plan. <br /> 3. Suggestions for resolving the challenges in #2, above, including (proposed): <br /> a) Naming a special, heterogeneous, non-partisan commission* to review the General Plan <br /> versions and the processes used to produce them, and reporting findings and <br /> recommended next steps to Mayor Kim, the County Council, and the public-within 2 <br /> months of being named. <br /> b) Identifying an appropriate 'best practice' county plan to use for comparison and as model. <br /> (The recent "9/11 Commission" is proof that such non-partisan efforts can have positive <br /> effects.) <br /> c) Consensus regarding afollow-up plan to address the above. <br /> Non-partisan. Ask people to participate in the commission who generally represent the ethnic, <br /> gender, and religious makeup of the County, planning experts, land use-experts, and so on. <br /> Mahalo for considering these ideas.
