Your Committee on Finance, to which was referred Communication No. 12, reports as follows:
Communication No. 12, transmitted by Mayor Harry Kim, dated December 7, 2004, reappoints
Ms. Dixie Kaetsu as County of Hawaii Managing Director. This reappointment was effective at
noon on December 6, 2004.
Ms. Kaetsu has served as Managing Director For the County of Hawaii since December of 2000.
Prior to then, she was the Controller for the County since March 1990 to June 2000, and has
served as the Director of Finance since July 1, 2000 to December 2000. As Managing Director,
she will serve a term to end December 1, 2008.
Pursuant to Article VI, Section 6-1.2, Hawaii County Charter, "The managing director shall be
appointed by the mayor, contirmed by the council and may be removed by the mayor. The
managing director shall have had five years of experience in an administrative capacity, and shall
possess demonstrable education and/or professional experience as required of the office."
Your Committee heard testimony in favor of this confirmation from Mayor Harry Kim.
Members of Your Committee expressed support for the confirmation of Ms. Kaetsu.
Your Committee on Finance recommends the confirmation of Ms. Dixie Kaetsu as County of
Hawaii Managing Director.
