Your Committee on Finance, to which was referred Communication No. 13, reports as follows:
Communication No. 13, transmitted by Mayor Harry Kim, dated December 7, 2004, reappoints
Mr. William Takaba as County of Hawaii Director of Finance. This reappointment was
effective at noon on December 6, 2004.
Mr. Takaba has been the Director of Finance of the County of Hawaii from December 4, 2000
to the present. Prior to then, he worked for the County's Office of Aging as the Executive on
Aging, as well as serving as the Director of Finance under the Mayor Lorraine Inouye from 1990
to 1992. As Director of Finance, he will serve a term to end December 1, 2008.
Pursuant to Article VI, Section 6-3.2, Hawaii County Charter, "The director of finance shall be
appointed by the mayor, confirmed by the council and may be removed by the mayor. The
finance director shall have had a minimum of five years of training and experience in budgeting
or related fields, at least three years of which shall have been in a responsible supervisory
capacity."
Your Committee heard testimony in favor of this confirmation from Mayor IIarry Kim.
Members of Your Committee expressed support for the confirmation of Mr. Takaba.
Your Committee on Finance recommends the confirmation of Mr. William Takaba as County of
Hawaii Director of Finance.
