Your Committee on Finance, to which was referred Resolution No. 20-04, reports as follows:
Resolution No. 20-04, transmitted by Director of Finance William Takaba, via Communication No. 30, dated
December 6, 2004, creates a Real Properly Appraiser V position and abolishes an Abstractor I position for the
Department of Finance Real Property'I'ax Division.
Currently, there is only one Real Property Appraiser V position in the Hilo office to cover commercial appraisals
islandwide. The creation of a Real Property Appraiser V position in the West Hawaii Office will meet the
growing public needs there. The vacant Abstractor 1 position in the Tax Mapping Section is no longer needed,
and the funding from abolishing that position will be applied to the new West Hawaii Appraiser V position.
The Real Property Appraiser V position will assume responsibility for commercial appraisals for the West
Hawaii as well as provide assistance to the other appraisers when complex issues arise.
Pursuant to Article V, Section 5-13(c), Hawaii County Charter, states that the Mayor has the power to "Create
positions...for which appropriations have been made by the council and abolish positions with the consent of the
council".
Funds will be made available in the Department of Finance, Real Property Tax's regular salaries and wages
account.
Wesley Takai, Real Property Tax Administrator, explained that the person in the vacant position was promoted to
supervisor in the Tax Mapping Section. He emphasized the importance of the Real Property Appraiser V
positions both in West Hawaii and East Hawaii.
Your Committee did not entertain further discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 20-04 and recommends its
adoption.
