Your Committee on Finance, to which was referred Communication No. 3l, reports as follows:
Communication No. 31, transmitted by Director of Finance William Takaba, dated December 6, 2004,
authorizes the acceptance of donations from the following:
1. The Fraternal Order of Eagles-Hilo Hawaii Aerie #3642, Mr. Richard J. Robbins, President,
P.O. Box 1326, Kea`au, Hawaii 96749, has graciously donated $25.00 to the Department of
Parks and Recreation for programs at the Pana`ewa Rainforest Zoo.
2. Basically Books, Ms. Christine Reed, 160 Kamehameha Avenue, Hilo, Hawaii 96720, has
graciously donated two bicycle racks to the Department of Public Works for public use in the
Downtown Hilo area. The racks have a total estimated value of $200.00.
3. Hilo Bay Hostel, Mr. Scott Owens, 101 Waianuenue Avenue, Hilo, Hawaii 96720, has
graciously donated two bicycle racks to the Department of Public Works for public use in the
Downtown Hilo area. The racks have a total estimated value of $200.00.
4. KTA Downtown, Mr. Ron Sakoda, 321 Keawe Street, Hilo, Hawaii 96720, has graciously
donated two bicycle racks to the Department of Public Works for public use in the
Downtown Hilo area. The racks have a total estimated value of $200.00.
5. Abundant Life Natural Foods, Ms. Malulani Miki, 292 Kamehameha Avenue, Hilo, Hawaii
96720, has graciously donated one bicycle rack to the Department of Public Works for public
use in the Downtown Hilo area. The rack has a total estimated value of $150.00.
6. Da Kine Bike Shop, Mr. Bill Jackson, 12 Furneaux Lane, Hilo, Hawaii 96720, has
graciously donated one bicycle rack to the Department of Public Works for public use in the
Downtown Hilo area. The rack has a total estimated value of $150.00.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter, the Council, on behalf of the County,
may accept gifts or donations of personal property.
Also, pursuant to Chapter 2, Article 3Q, Section 2-162(c), of the Hawaii County Code, any donation or
gift which does not fall within the capitalization procedures of the department of finance shall be
submitted to the council by letter for its approval.
A letter of appreciation will be sent to the aforementioned donors.
Your Committee did not entertain further discussion on this measure.

Your Committee on Finance recommends the acceptance of the $50.00 donation from the Fraternal
Order ofEagles-Hilo Hawaii Aerie #3642 and the total eight bicycle racks from the Basically Books,
Ms. Christine Reed; Hilo Bay Hostel, Mr. Scott Owens; KTA Downtown, Mr. Ron Sakoda; Abundant
Life Natural Foods, Ms. Malulani Miki; and Da Kine Bike Shop, Mr. Bill Jackson.
