No. 21-04 PLACE: Council Chambers TIME: 10:05 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 21-04, reports as follows: Resolution No. 21-04, transmitted by Director of Finance William Takaba, via Communication No. 32, dated December 6, 2004, creates a Traffic Safety Coordinator (Temporary) for the Hawaii County Police Department. The Traffic Safety Coordinator position is being created to facilitate the development of a County of Hawaii Driving Prevention Task Force; to serve as the liaison for the Police Department between the community and other government agencies regarding impaired driving program; and to evaluate the Intoxilyzer program and the Administrative Revocation Procedures to improve the conviction rate. The funding for this position is being provided by the State of Hawaii Department of Transportation's Community Based Traffic Coordinator grant. Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, states that the Mayor has the power to "Create positions... for which appropriations have been made by the council..." During its discussion, Your Committee agreed to the following amendment: L [n the second WHEREAS clause "...County of Hawaii Impaired Driving Prevention Task Force; to serve Your Committee did not entertain further discussion on this measure.
