Your Committee on Finance, to which was referred Resolution No. 22-04, reports as follows:
Resolution No. 22-04, transmitted jointly with Bill No. 10 by Director of Finance William Takaba, via
Communication No. 33, dated December 6, 2004, authorizes the Office of the Mayor to enter into an
agreement with the State of Hawaii Department of Health, Disability and Communication Access
Board to implement the Statewide Program on parking for persons with disabilities.
The State of Hawaii Department of Health, Disability and Communication Access Board has authorized
a $18,420 funding towards the County of Hawai`i's Disabled Persons Parking Placard Program.
In 2004, the State Legislature appropriated funds to compensate the County of Hawaii and the other
three counties for issuing parking placards under the Statewide Program on Parking for Persons with
Disabilities. As a result, the State of Hawaii Department of Health -Disability and Communication
Access Board is providing the County of Hawaii with its share of the total amount released by the State
Administration. These funds are being used for the County's Disabled Persons Parking Placard
Program.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the
council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Your Committee did not entertain further discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 22-04 and
recommends its adoption.
