Your Committee on Finance, to which was referred Bill No. 14, reports as follows:
Bill No. 14, transmitted by Director of Finance William Takaba, via Communication No. 36, dated
December 6, 2004, amends Ordinance No. 04-75, as amended, the Capital Budget, ending
June 30, 2005, by increasing the following project:
PARKS AND RECREATION:
Lifeguard Towers/Stands Upgrade 110-599-5599.54 [$100,000] $146,500
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund- $ 46,500
Fund Balance and/or other Sources.
Former District 2 Council Member Mike Tulang had generously assigned discretionary fund monies to
assist in implementing the upgrade and replacement of lifeguard towers/stands at County of Hawai`i's
beach parks. These additional funds, bringing the total appropriation to $146,500, will augment the
current allotment to ensure adequate facilities are afforded to County of Hawaii lifeguards to surveil
and monitor safe recreational use of the beach parks by the public.
Bill No. 14, Draft 2, transmitted by Director of Finance William Takaba, via Communication No. 36.1,
dated December 10, 2004, decreases the amount of the appropriation from $46,500 to $36,500 for the
Lifeguard Towers/Stands Upgrade project. As the amount of discretionary fund monies that former
District 2 Council Member Mike Tulang had assigned to this project was $36,500.
Your Committee did not entertain further discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 14, as amended to Draft
2, and recommends it pass first reading.
