Communication No. 20. reports as follows:
Communication No. 20, transmitted by Mayor Harry Kim, dated December 7. 2004,
submits for reappointment Ms..Iane Higa Testa as Director of Research and Development
fur the County of Hawaii, pursuant to the County Charter of the County of Hawaii.
phis reappointment was effective December 6.2004.
Ms. Testa has served as Director of Research and Development for the County of
I lawai'i since February 2001. Friar to that, she was employed with the County Oftice of
Aging from 1980 - 2001, where she served as Acting Executive on Aging for three years
and as Program Specialist for 18 years. In addition to her employment with the County
of Hawaii, Ms. "testa worked as a facilitator and conducted strategic planning sessions
for community and governmental organizations.
As Director of Research and Development, she will serve a term co-terminus with Mayor
Kim's tenure, which will end on end December 1. 2008.
Your Committee, having found that Ms. Testa meets the minimum qualifications of
experience in an administrative capacity as set forth in Article Vl, Section 6-6.2, E lawai'i
County Charter, and having heard testimony in favor of this reappointment from Mayor
I Iarry Kim, is in support of the reappointment of Ms. Testa.
Your Committee on Human Services and Economic Development recommends the
confirmation of the reappointment of Ms..Iane Higa Testa as Director of Research and
Development for the County of Hawaii.
