NO. 5.1 PLACE: Councilroom TIME: 8:50 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Safety and Parks and Recreation, to which was referred Communication No. 5.1, reports as follows: Communication No. 5.1, dated November 30, 2004, was transmitted by former Councilmember and Finance Committee Chairperson Aaron Chung while he was still in office. In this Communication, Mr. Chung submitted the name of Hugh Clark for consideration as one of two community members designated to represent the County Council on the Police Fleet Implementation Working Group, pursuant to Resolution No. 224-04, adopted by the Hawaii County Council on September I, 2004. Mc Clark, a noted and respected news reporter, stated that although he is currently enjoying his retirement, he is willing and enthusiastic to serve in the Group. Mr. Clark stated that his understanding of the role of the Group is that it acts in an advisory capacity rather than as apolicy-making body. Mr. Clark further stated that he read the Legislative Auditor's Report on Hawaii County Police Vehicles in its entirety, and commented on the distinctions between Hawaii County and otherjurisdictions. Mc Clark, a long-time resident of the County of Hawaii, recalled a time in 1975 during a simultaneous tsunami and lava flow emergency situation, wherein the first responders for the Police Department were able to react immediately, because their vehicles where readily available. Mc Clark said that he is not sure if the same holds true 30 years later. Mr. Clark stated that he believes there is a growing segment of new residents who have strong opinions in favor of marked cars. Mr. Clark concluded by stating that he foresees any change that may occur to either be hybrid or a gradual phasing in of marked cars, rather than a "wholesale change". Your Committee, having discussed Mr. Clark's qualifications, is in support of Mr. Clark's appointment to the Police Fleet Implementation Working Group.
