Re: File Closure of Resolution No. 269-94
The attached Resolution No. 269-94, relating to levying of wharfage charges, will be
agendized for the August 5, 1997 Committee on Finance meeting. This resolution was
deferred at the committee level on August 23, 1994, pending further input from affected
parties. The relevant minutes are attached for further clazification.

Comm. 1239: RESOLUTION TO LEVY WHARFAGE CHARGES ONLY ON THE
(Res. 269) NEIGHBOR ISLANDS FOR CARGO TRANSSHIPPED INTER AND
From Councilman S. Kalani Schutte, dated August 5,
1994, transmitting a resolution encouraging the State
Department of Transportation to revise the Amendment
to Section 19-44-65, Title 19 of the Hawaii
Administrative Rules, to levy wharfage charges only on
the neighbor islands for cargo transshipped
interisland.
MR. DE LIMA: Mr. Chairman, I would like to defer this
to our next Committee meeting and ask that the
representatives of Sea-Land and Matson provide us some
input. I know that there is an issue of fear of
competition and whether one business is being unfairly
advantaged. So I think the best thing for us to do is
to get some more information. I did get some
information, and there appears to be a genuine issue
of controversy here between the competing carriers,
and I think it's important that we get that
information.
CHR. ARAKAKI: Do I have a second?
MR. ROSEHILL: I second it.
CHR. ARAKAKI: Just so that we get it clear, who do we
want to invite?
MR. DE LIMA: Matson, and Sea-Land is trying to get
the compromise.
CHR. ARAKAKI: How about Young Brothers, no?
MR. ROSEHILL: What about the Department of
Transportation.
MR. DE LIMA: Department of Transportation would
probably be the best impartial presentation.
CHR. ARAKAKI: Okay, who else?
MR. DE LIMA: That's all I can think of.
CHR. ARAKAKI: What's the other one, the barge
service? Young Brothers, no? Not necessary?

MR. DE LIMA: We can send them a resolution and see if
they have any comments.
CHR. ARAKAKI: Okay, we'll invite all those.

Mr. Domingo moved to close the file on
Communication No. 1244. Seconded by
Mr. Rosehill.
MR. RATH: Mr. Takahashi, are there any unusual
deletions or additions to this list, such as the
Keauhou Sewage Treatment System?
MR. TAKAHASHI• No.
MR. RATH: There's not?
MR. TAKAHASHI: Not anything unusual.
MR. RATH: Well, that would be unusual?
