To the Honorable Mayor and all County Council Members:
I am writing to ask that you please consider the parameters listed below
as you deal with all future re-zoning and development issues all across
this island . Having myself served in years past in Texas on mayoral
advisory committees, economic development committees, and as a City
Council member and Mayor Pro Tempore, I know land use decisions can be
extremely difficult and often heart wrenching and emotional. I ask for
yeu to consider the concerns below as a part of your decision making
process on such issues as they are just and logical issues.
Obviously, the primary concerns most people voice are traffic, cultural,
and historical considerations. But I have strong reservations about the
county's current ability to adequately provide the many infrastructure
and service requirements most new developments usually necessitate, so
please take these items into consideration, too.
1) Is there adequate water capacity in the area for the development
being considered? You can't put buildings on the ground without a
corresponding need for water. If there should be a disruption, is there
alternative distribution available? Lack of water is a serious health
and safety issue.
2) Is there adequate electrical service capacity in the area for the
development? Again, you can't put units on the ground without a
corresponding need for electricity. Will high usage days result in
brown-outs because of a lack of capacity?
3) Is there adequate sewer & waste water treatment capacity in the area
for the development? If not, how would it be handled? Again, a serious
health and safety issue to deal with.
4) Have proper studies been done regarding run-off, groundwater
contamination, drainage, air quality, etc. for the project? Have or can
all of these issues be affirmatively & adequately addressed? (In
industrial and commercial zoning, add noise levels to this item.)
Run-off can be a serious, serious issue. Improper site development
damages not only the property in question but also everyone down plane.
5) Will there be adequate capacity in the school classrooms for the Comm. No.~__
increased new population a project could bring in? (Not everyone buying
into a new housing development would already be an existing island Ref. 70:
resident, I am reasonably sure, so there would be a population Ref. Late JNIV 1 V

increase.)
6) Will there be adequate police, fire, & EMS coverage for the project
along with the increased population? If not, what will the additional
costs to the county be to hire any necessary additional personnel and
provide additional equipment?
7) Will there be adequate library, playground, medical, & other similar
amenities in the area for the increased population? If not, what will
the additional costs to the county be to provide such county financed
services & facilities?
8) Will there be adequate county roadway maintenance capabilities to
take on the responsibilities for the public streets within a development
once the developer completes the project and streets become a county
responsibility? If not, again what will the additional costs be to the
county?
9) And, finally, the concern that has obviously been most predominate
with the public residing on the west side, but an issue that should be
of importance no matter where on the island-- are there now, or will
there be by project completion, adequate existing roadways to handle the
additional traffic created by a new project?
I urge you to seriously consider all of the above items (and I'm sure
I've probably left out other important items) whenever dealing with new
development requests. Do what is right for this island, the people, and
especially for future generations. If you can not honestly answer yes
to the above listed concerns when considering a project, then I would
have to believe that project, as presented, could negatively affect this
wonderful island?
Thank you to each of you for your willingness to serve our island. I
know it is often times a thankless job, but if in the end you can look
at yourself in the mirror and honestly say "I always did what was right
for Hawaii island", that can truly make it all worthwhile.
