SUBJECT: Bill 18 Draft 3 DRAFT ORDINANCE AMENDING CHAPTER 20 OF THE
HAWAII COUNTY CODE 1983 (1995 EDITION) RELATING TO REFUSE FEE SCHEDULE:
GREENWASTE TIP FEE
Forwarded for your review and consideration is a draft ordinance relating to the County refuse fee schedule.
Approval of this amendment will allow for more accuracy in chazging for costs incurred by the Solid Waste
Division in preparing necessary services to divert organics from our landfills.
The bill specifies all clean greenwaste and acceptable organics must be delivered to a County greenwaste
collection area. Draft 3 allows the Environmental Management Director to suspend the fees if County
greenwaste collection areas are not operating. Your Committee also made stylistic, non-substantive changes.
The Environmental Management Department will provide notification for charging via newspaper and signage
at all affected areas.
