PROBLEM IDENTIFICATION:
The main problem addressed was Traffic Congestion. This pertained to the
roadways as well as certain parking and turnabout areas. Other problems addressed
were park beautification and maintenance in conjunction with Community Policing
C.P.T.E.D. (Crime Prevention Through Environmental Design) philosophy.
GOALS AND OBJECTIVES:
Utilize digital cameras to document scene and condition of each project with
photographs. Utilize photographs in presentations and meetings.
STRATEGIES AND ACTIVITIES:
Strategy will be to utilize digital cameras to photograph condition and scene of
given problem. These photographs will be attached to presentations to the public
and also to County officials so they can visually see what the problems are and also
what it is that we are trying to present to them in our presentations.

RESULTS:
At least ten(10) presentations were conducted through out the project. The
following are those presentations.
Presentation #1
This presentation was to the County Engineer. Photos of the Handicap parking area
on Kaahumanu PL. located by the Kailua Pier were taken. The photos were than
edited to show the separating of the handicap stalls to provide ample space for
wheel chairs and also recommendations of installation of no parking signs in areas
where parking is causing a congestion.(see attached photos) A copy of photos were
submitted with a beat condition and some changes were made by the County.(see
attached design plan)
Presentation #2
This presentation dealt with the congestion on Kaahumanu Pl. in the Kailua Pier
area during "Boat Days". Photos were taken of the traffic and pedestrian
congestion on a particular "Boat Day" and it showed people walking all over,
vehicles parked all over and rent a car vans picking up people in no parking zone
areas. A recommendation on redesigning the markings in the area was made to
accommodate vans who would be picking up clients in a location where they
would not have to cross into traffic. The entry lane would be narrowed to
discourage parking by the banyan tree to pick-up passengers. (see photos attached)
This project has been sent to the County Engineers and is still awaiting results.
Presentation #3
This presentation dealt with the monung traffic congestion on Palani Road, more
so in the Kealakehe area. A presentation was made utilizing aerial photos as well
as ground level photos of the "Kealakehe Pathway". The presentation showed the
condition of the road should the County wish to open it to ease some of the school
traffic which contributes to the traffic congestion on Palani road. This presentation
was given to Mayor KIM and other cabinet officials. Since than the pathway has
been on a 2 week trial period, which allows only school buses to use it. Final
results are still pending.

Presentation #4
This presentation involved the Kailua Playground, also known as the "Ghettos".
Complaints of vagrants and homeless people sleeping and doing drugs in the area
and in the restrooms were received. Community Policing officer took photos of the
area and made recommendations with the help of nearby condo owners who
eventually adopted the park. Recommendations have been addressed and some
changes have been made. (i.e. Steel gates on restroom doorway, chain across of a
portion of the park to keep vehicles out, and more lighting) The fmal improvement
that we are waiting for is for a gate at the entrance of the park which would be
locked at nights.
Presentation #5
This presentation was made to show the condition of a County Municipal parking
area in Kainaliu. Complaints from public of drug users and shady characters
hanging the parking lot which deterred people from using the parking lot. Photos
were taken and presented to Deputy Managing director P. HENDRICKS. Dept. of
public works have been assigned to clean up area and maintain it. The restrooms
have been closed until repairs and renovations can be made. The was a CPTED
method of addressing the problem in this area.
Presentation #6
Photos of the signs on Highway 11 in the Honaunau School area were taken.
Complaints of speeders on the highway were addressed. A presentation to show the
lack of and what we believed to be improperly positioned signs were made.
Presentation #7
A meeting was held with County Engineer, community members and business
owners on the problem of the afternoon traffic in the Honalo and Kainaliu area.
Photos were taken to show the amount of traffic in the different areas at a certain
time to assist in the development of a short term solution for this problem.

Presentation #8
Community members complained of traffic problems in the Holualoa School area
on Rte 180. Photos to show the design and problems of the roadway were taken.
Presentation to community members were made to address the problem at hand
and to discuss possible solutions.
Presentation #9
Illegal parking on Alii Drive fronting Coconut Grove Marketplace was complained
of. Photo of the area along with photos of the signs were taken to present to the
commander of the district so that he could make necessary assignments with the
different watches to enforce this area. Recommendations of stripping in the area
were also made.
Presentation # 10
The fmal presentation was made for a youth group in the Kahaluu Housing
complex. The Community Policing officers took several photos of vehicles
involved in fatal traffic accident and used them in their presentation for under
aged drinking and also drinking and driving presentation.
SUMMARY
I feel that the Mission and Goal of this project was highly accomplished. The
digital cameras allowed the Community Policing Officers to create effective and
professional presentations in the community and also with presentations to County
Officials.
