Dear Chairman Safarik
Enclosed herewith please find copies of letters and exhibits previously sent to the County
Council requesting the deletion of proposed Item B-13 of the South Hilo Map-2 which would
change the current General Land Use Pattern Allocation Guide (LUPAG) Map designation for
portions of the property from "Low Density Urban" to "Important Agriculture".
The primary reasons that had been provided for deleting Item B-13 and keeping the Low
Density Urban designation have not changed since the request was made. In the past couple
months, we have been in further discussions with the Planning Director concerning a potential
development ofsingle-family residential lots along with a mix of other lot opportunities, on the
subject properties.
It is our understanding that the Planning Director would not be opposed to the deletion of
Item B-13 in light of the Greers' plan for residential development.. While the land use plan for
the property is still being finalized, it is likely that the plan will include residential lots in the
area covered by Item B-13.
As a result, we respectfully request that at the first reading of Draft 1 of the General Plan
scheduled for January 21, 2005, the full Council to delete Item B-13 of the South Hilo Map-2.
Representatives of the Greers will be available to provide comment and answer questions
should they arise at the meeting.

Although the planning for the Greer property is in the preliminary stage, one option being
considered, as shown in the attached Conceptual Land Use Plan (Exhibit 2), is the

up to and including the azea of the prior Amauulu Camp that is currently designated as part of the
State Land Use Urban District. In this concept, much of the remaining area not committed to
orchazd use would be developed as a ]ow-density agricultural-residential subdivision with lots of
one to five acres in sine.
We note that the existing General Plan LUPAG Map indicates "Medium Density Urban" use for
an azea that includes the lower portions of the property, which would be consistent with the
potential elderly housing (multi-family) use in this azea. While the County General Plan
LUPAG Map is intended to indicate the general location of various uses in relation to each other,
if appropriate, we request that the current Medium Density Urban designation be expanded in the
mauka direction to more accurately reflect the potential multi-family use for this portion of the
property, as reflected in the attached Exhibit 3.
In summary, we are requesting that the County Council make no change to the existing Low
Density Urban designation for this property, as reflected on the current County General Plan
LUPAG Map and, if appropriate, expand the existing Medium Density Urban designation at the
lower portions of the property, as reflected in the attached Exhibit 3.
