SUBJECT: BILL 18, DRAFT 4, ORDINANCE AMENDING CHAPTER 20 OF THE HAWAII
COUNTY CODE 1983 (1995 EDITION) RELATING TO REFUSE FEE SCHEDULE:
GREENWASTE TIPPING FEE
Forwarded for your review and consideration is a proposed Draft 4 of Bill 18, relating to the County
tipping fees for any solid waste or organics schedule.
This draft reflects the changes discussed at the Tuesday morning, January 4 Environmental Management
Committee hearing. It also adds language to clarify why greenwaste and organics, must be separated.
(2) Greenwaste and Organics Diversion
(A) All clean greenwaste and acceptable organics must be delivered to a specified County
greenwaste organics collection azea.
(B) The greenwaste and organics disposal fee is set at 25% of the landfill disposal fee as
described in Section 20-49 (a).
(C) Greenwaste and organics must be separated from other solid waste in order to qualify for the
reduced greenwaste and organics disnosa] fee.
(D) The greenwaste and organics disposal fee maybe suspended by the director if the greenwaste
and organics facilities are not operating.
Your attention and favorable consideration of this refinement to the language in the bill will be sincerely
appreciated.
