Re: File Closure of Resolution No. 207-95
The attached Resolution No. 207-95, relating to amending the fuel tax expenditure plan,
will be agendized for the August 5, 1997 Committee on Finance meeting. This
resolution was deferred at the committee level on October 31, 1995, pending input form
the Public Works Department. The relevant minutes aze attached for further
clarification.
For housekeeping purposes, I will be requesting that this measure be officially filed.

Comm. 758: RESOLUTION AMENDING DISTRICT DISTRIBUTION FORMULA OF
(Res. 207) ~~'L TAX INCREASE EXPENDITL~E PLAN
From Director of Finance Harry A. Takahashi, dated
October 9, 1995, transmitting the above resolution.
States while the proposed amendment to the district
distribution formula is based upon ezisting factors,
the Council should consider a reassessment which takes
into account the number of traffic flowing through the
district. This program will sunset in 1998 and
continuation of the program should be considered early
to allow ample time to improve upon the program.
CHR. ARAKAKI: There have been some questions about
how we do this and Public Works has requested that we
defer this item until they come up and give an
explanation. Will that be okay with you, Mr. Osorio?

MR. OSORIO: So move. No, that's good because I
wanted to ask the same questions.
CHR. ARAKAKI: You move? We'll defer it? Okay. Can
I have a second?
MR. DOMINGO: Second.
CHR. ARAKAKI: We have a second to defer. Do you
wanna discuss it, Mr. Osorio, or can we discuss it
later?
MR. OSORIO: No, we'll wait until we get the
information.
CHR. ARAKAKI: Okay, fine. Can i ask for deferral
for, not the neat session but the following session
because I won't be here, if you don't mind deferring
it to the December 1st meeting? Okay. Thank you. So
we'll be getting the Public Works Department and maybe
Mr. Takahashi can come again at that time and we can
have a discussion as to Mr. Childs' concerns about
this. Thank you.
Mr. Osorio moved to defer Comm. 758 (Res. 207)
until the December 1st meeting. Seconded by
Mr. Domingo and carried by the following vote:

RE: Resolution Amending District Distribution Formula of
Fuel Tax Increase Expenditure Plan
Attached please find a resolution amending the district
distribution formula of the fuel tax increase expenditure
plan. This amendment is in accordance with the provision
in Resolution 397-88 requiring the apportionment formula
of the expenditure plan be updated bi-annually.
while the proposed amendment to the district distribution
formula is based upon existing factors, the Council should
consider a reassessment which takes into account the
number of traffic flowing through the district. We need
to also keep in mind that this program will sunset in
1998, continuation of the program should be considered
early to allow ample time to enable the County to improve
upon the program.
