The bolded changes below highlight the changes from Draft 2 to Draft 3. The bolding itself is not included in Draft 3. Draft 3 has the following changes: 1. Section 4-I(e) - roadway 2. Section 4-31.1 - (e) 3. Section 4-32.1 replaces the term "finance director" with "police chief Section 4-32.1- Training; appointment; powers of [lx+rnane] enforcement officer. (a) Pursuant to section 143-2.5, section 143-7, and section 46-1.5(15), Hawaii Revised Statutes, [e homane] an enforcement officer shall be authorized to issue a complaint and summons or other form of citation as the [finance director] police chief may deem to be appropriate to enable [a hornene] an enforcement officer to carry out and to perform the duties of [e~an+aee] an enforcement officer under this chapter and any contract between the County and a humane society or animal care center. (b) The [finance director] police chief shall verify that a person designated by a humane society or animal care center to serve as [a4a++rnafle] an enforcement officer is qualified and trained to serve in that capacity. The [finance director] police chief shall be empowered to establish minimum requirements for qualification and training, which may be revised from time to time, provided that a copy thereof, and of any revisions, shall be kept on file with the (finance director's] police chiefs office thereof at all times. All County agencies, officers and employees shall render their cooperation and assistance to the [finance director] aolice chief for purposes of this subsection (b). (c) The [finance director] police chief, upon verification of [a-lx+n3ane] an enforcement officer's qualification and training, shall issue an oath of office and identification badge or insignia to the [Hcx»aAe} enforcement officer.
