Energy
Honeywell Inc. submitted the Cost Avoidance Report for the second year of post-
retrofit operation of the Hilo Public Safety Building and the Kona Police Station.
At $170,314, electricity cost savings exceeded the guaranteed savings of
$139,792. Cumulative cost savings realized from retrofits carried out at the
Hawaii County Building, 27 Fire & Police Stations, Hilo Public Safety Building,
and Kona Police Station totaled $1,151,000.
In January 2004, students of the West Hawaii Explorations Academy located at
Keahole, Kona, gave a presentation on their Energy Smart Schools program at a
meeting of the Western Region of Rebuild America partnerships in Scottsdale
AZ. In June, they submitted their final report to the Energy Office of the State
Department of Business, Economic Development & Tourism (DBEDT). This
completed the scope of work under the $17,150 grant received by the County
from the US DoE under the national `Energy Smart Schools' initiative.
In April, Mayor Kim gave a directive requiring the upcoming West Hawaii Civic
Center at Kealakehe be designed for certification under the LEED (Leadership in
Energy and Environmental Design) program of the US Green Building Council.
This decision resulted from a presentation by Mr. Bill Brooks AIA on utilizing
LEED certification for achieving sustainable building designs. The Energy
Coordinator also arranged a similar informational presentation to the County
Council in May 2004 that was well received.
Assistance was provided to staff of the Energy Office of DBEDT in developing a
proposal for a $100,000 grant under the US Department of Energy's
`GeoPowering the West' program. If approved, this grant will be used to
complete a cost benefit analysis of appropriate community enterprises utilizing
waste heat generated during geothermal power production.
The Energy Coordinator represented Mayor Kim on the Board of Directors of the
Natural Energy Laboratory of Hawaii Authority (NELHA) at Keahole during a
period of unprecedented growth in tenancy and was involved in establishing the
federally funded Gateway Energy Center. Construction of this facility (conceptual
image below) was completed in September 2004.
