An Ordinance Amending Chapter 14, Iiawai'I County Code 1983 (1995
Edition) by adding a New Article to Provide Enhanced Public Notice of
Proposed Development

I support this ordinance in order to further public interest in and
comment upon new development and to alert residents, particularly in the
Puna District, to the difficulties which are becoming evident because of the
failure to develop regional and community plans. This failure to plan is
already resulting in sprawling, haphazard placement of commercial
enterprises as well as access to residential lots which impedes traffic on the
one major highway.
Advance notice of proposed development with signage identifying the
developers, builders or other principals involved in the project helps inspire
public trust in the planning process which has approved it.
Any measures we can develop to raise public awareness of the
conflicts caused by the lack of a unified vision for the 30 or so subdivisions
in Puna, and competing uses for lands labeled "agricultural," will alert
all of us to the need for planning which takes the needs of a rapidly
increasing population into account.
