Your Committee on Environmental Management, to which was referred Communication 49 and Bill 16,
reports as follows:
Bill I6, transmitted via Communication No. 49 from Environmental Management Director Barbara Bell on
December 16, 2004, clarifies that the Mayor may formally waive solid waste disposal fees.
The elimination of illegal dump sites is a key element in the health of our island. Private property in remote
locations is often used for the illegal dumping, despite the best efforts and often without the knowledge of the
private property owner. Frequently, non-profit organizations and ad hoc community groups perform clean-
ups of these illegal dump sites. To more effectively encourage these groups and their clean-up activities, the
Mayor is given the authority to grant the fee waivers for one-time events.
The Environmental Management Commission unanimously recommended approval of this ordinance.
As affirmed by the record of votes of the members, your Committee concurs with the intent and purpose of
Bill 16 and recommends it pass first reading.
