Your Committee on Finance, to which was referred Resolution No. 27-04, reports as follows:
Resolution No. 27-04, transmitted by Director of Finance William Takaba, via Communication
No. 52 dated December 17, 2004, authorizes the acceptance of computer equipment from the
State of Hawaii for the Hawaii County Police Department.
For the past few years, the Hawaii County Police Department has been participating in the
Green Box Pilot Project, which was started to develop a paperless booking system by providing
for the single-entry of demographic criminal history information. The State of Hawaii Criminal
Justice Data Center, a Division of the Attorney General's Office, had procured the computer
software and hazdwaze for the Green Box Pilot Project and now wishes to transfer its ownership
to the County. The total estimated value of the equipment is $171,000.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter, provides that the Council, on
behalf of the County, may accept gifts or donations of personal property.
Shazon Perreira of the Hawaii County Police Department, explained that the Green Box System
is an online, paperless booking system which provides for the single-entry of demographic
criminal history information, the electronic capture of fingerprints and digitized mug photos, and
automatic transmission of this information to the State's booking server.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 27-04
and recommends its adoption.
