Your Committee on Finance, to which was referred Bill No. 15, reports as follows:
Bill No. 15, transmitted by Director of Finance William Takaba, via Communication No. 48
dated December 14, 2004, amends Ordinance No. 04-75, as amended, the Capital Budget, ending
June 30, 2005, by adding the following project:
PUBLIC WORKS:
New Open Covered Structure with 110-199-5194.02 $190,000
Water Cleaning System
(South Kohala Automotive Shop)
Funds for these projects shall be provided from:
General Obligation Bonds, Capital Projects Fund- $190,000
Fund Balance and/or other Sources
Funds will be used to construct a new covered shelter with concrete slab and install a water
cleaning system at South Kohala Automotive Shop. This project is needed to meet the EPA and
Department of Health Clean Water Act requirements. Wastewater from the shop's engine/parts
steam cleaning contains hazardous materials and isolating the contaminated wastewater for
recycling is extremely important for the environment.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 15 and
recommends it pass first reading.
