Your Committee on Finance, to which was referred Resolution No. 168-04, reports as follows:
Resolution No. 168-04, transmitted by Director of Finance William Takaba, via Communication
No. 546 dated Mazch 2, 2004, authorizes the Director of Finance to negotiate a lease of real
property along the north corner of the intersection of Kawili and Kapi`olani Street, identified by
Tax Map Key 2-4-57:Por. O1, to Hawaii Island Veterans Memorial, Inc.
The County of Hawaii is the owner of a real property parcel along the north corner of the
intersection of Kawili and Kapi`olani Street.
Hawaii Island Veterans Memorial, Inc., anon-profit organization, desires to lease the pazcel for
the purpose of construction and development of a combined veterans' center and housing.
Pursuant to Section 2-120 (a)(2), Hawai`i County Code, the Council of the County of Hawaii
may, by resolution approved by a majority of its members, direct the finance director to negotiate
the lease of real property to non-profit organizations, at such rentals and on such terms and
conditions as deemed proper. Pursuant to Section 2-120 (b), Hawaii County Code, such lease of
real property to non-profit organizations may be made without notice or appraisal as required in
Chapter 2, Article 19.
Communication No. 546.1 from Deputy Director of Parks and Recreation Pam Mizuno, dated
March 10, 2004, transmitted a revised version of the lease referenced in Resolution No. 168-04,
with the addition of items 12 and 14, and a change to item 24, to comply with Ordinance
No. 03-156.
Originally heazd on March 16, 2004, this measure was deferred pending further information.
Communication No. 546.2 from Deputy Director of Parks and Recreation Pam Mizuno, dated
December 27, 2004, transmitted a revised version of the lease referenced in Resolution
No. 168-04, to include an additional .8766 acre parcel, and to correct the term dates of the lease
to reflect the current date.
FC REPORT NO. 24
Mr. Bob Williams testified that Hawaii Island Veterans Memorial, Inc. will be using the
property as a combined veterans' center and veterans' housing, which will include a counseling
center.
Fifteen representatives of various organizations appeared in support of this measure.
Your Committee on Finance is in accord with the propose and intent of Resolution No. 168-04
and recommends its adoption.
