Your Committee on Finance, to which was referred Resolution No. 246-04, reports as follows:
Resolution No. 246-04, transmitted by Director of Finance William Takaba via Communication No. 784, dated
September 21, 2004, authorizes the Finance Director to dispose of donated lands in Kalapana Sea View Estates, at
Kalapana, Puna, Hawaii, identified by Tax Map Keys:(3)1-2-034-078 and 1-2-034-094, by public auction.
The County of Hawaii owns the back-to-back 8,000 squaze foot parcels that were donated by Daniel Isamu
Funakoshi on Februazy 7, 1996 under Resolution 249-96.
The Director of Finance and the members of the Land Management Committee consider these pazcels to be
surplus and determined the disposition by public auction would be in the best interest of the County.
Pursuant to Section 2-117, Hawaii County Code, an appraisal of these two pazcels will determine the upset price
prior to public auction and the appraisal may be performed by an employee of the County qualified to appraise
]ands.
Also pursuant to Section 2-112, Hawaii County Code, the disposition of real property shall be by public auction
unless there is a substantial reason for disposition in another manner.
Originally heard on October 5, 2004, this measure was deferred pending additional information.
Communication No. 849.01 from Deputy Director of Finance Nancy Crawford, dated October 4, 2004, provided
additional information on Resolution No. 246-04, states the County was the recipient of two parcels of donated
land in the Kalapana azea. An adjoining landowner inquired several months ago about purchasing one parcel. As
a result, the County inspected the land and determined that it is saleable property. The assessed values aze
$11,400 each.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 246-04 and recommends
its adoption.
