Your Committee on Finance, to which was referred Bill No. 368, reports as follows:
Bill No. 368, transmitted by Transit Administrator Thomas Brown via Communication No. 849,
dated October 25, 2004, amends Chapter 18, of the Hawaii County Code 1983 (1995 Edition),
relating to public transportation.
The purpose of this measure is to increase the initial meter charge, from $2.00 to $3.00. It also
increases the charge per 1/8 mile of travel from $.25 to $.30 and each additional one minute of
waiting or elapsed time from $.25 to $.30. The last time the County authorized an increase in
taxi meter rates was 1997.
Originally heard on November 23, 2004, this measure was deferred to allow the Taxi Association
to comment on the increase in the taxi meter rates.
Thomas Brown, Transit Administrator, explained that the County's Shared Ride Taxi Program
would not be affected by this increase. Mr. Brown also mentioned that this measure was
requested by several taxi drivers who felt that the increase was much needed due to the rising
cost of gas and insurance.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 368 and
recommends it pass first reading.
