The need for this fund is to pay for gate security for the Kealakehe Connector Road. The Kealakehe Connector Road is located in Kealakehe, Kona, Hawaii (see attached map). This roadway is a paved road, approximately one-half mile long, located between the schools of Kealakehe High School and Kealakehe Intermediate School. On the High School side is the Villages of La'i'opua (makai side), and on the Intermediate School side is the Kealakaa Street subdivisions (mauka side). The Connector Road was originally a Department of Water Supply (DWS) access road that turned into a shared use Kealakehe Pathway used by students, walkers, joggers, and bicyclists. This roadway is normally gated and locked at both ends. Since December 6, 2004, the Department of Public Works (DPW), in cooperation with the Department of Education (DOE), the Department of Hawaiian Home Lands (DHHL), the Department of Land and Natural Resources (DLNR), and the Kealakehe Neighborhood Watch (KNW), has used this roadway as a shorter route for school buses. In addition to the six or seven large school buses now sharing the use of this road, there is also one small school bus, one Adult Day Care Center van, and 30 plus students walking, each school day. Ltr. to Chairman Gary Safarik Page 2 January 24, 2005 The DOE has mentioned that there is a substantial reduction in bus travel times of up to 40 minutes. The results have been dramatic; instead of long rides on the school bus, Kealakehe school children have fast, safe commutes of 10 minutes or less. Before the Connector Road opened, buses picking up students living in Kona and neighboring areas had to travel south on the Queen Ka'ahumanu Highway to Palani Road, then up Palani Road, turning left into Kealakaa Street enroute to the Kealakehe Elementary and Intermediate schools. In addition to the substantial reduction in bus travel times, and the reduction of fuel usage, using this Connector Road has; (1) reduced the bus traffic on the Queen Kaahumanu Highway and Palani Road; i.e., getting the school buses out of the mainstream traffic during rush hour, (2) spurred student ridership of the school buses, and (3) gotten the students to the schools and home much faster. The Connector Road has cut-off a significant amount of time for students sitting in traffic on the way to and from school. Before the Connector Road opened, some children had to wait for up to an hour and a half to board the bus on the second trip leaving school in the afternoon; due to a burgeoning school population, most of the 72-passenger school buses had to make two or three trips each. The County has opened the Kealakehe Connector Road exclusively for school bus travel. No other unauthorized vehicles are permitted on this roadway. Volunteer security, on the mauka and makai gates, is being provided by the Kealakehe Neighborhood Watch group, headed-up by Aunty Elaine Watai. The Kaniohale Community Association from the Villages of La'i'opua will be joining us shortly, to watch the makai gate. They have volunteered to assist us for a period of one month. This funding request is to hire professional security for the remaining school term (June 2005); thus giving relief to the highly appreciated volunteers. To expedite this funding request, we are requesting that this request be waived from Council Committee. The Department of Public Works is working on securing funding for the next school year. if not furnished by others, we will be requesting that it come from our administration's budget.
