We would, of course, like to see more on what constitutes cruelty to animals, such as deprivation of food, water, shelter and/or medical care; unclean environment; signs of physical abuse and the like. We know this ordinance focuses on public safety, but would like to see some additional focus on the health and well-being of the companion animals and livestock (including poultry), as well as the abandoned cat colonies, in this county.
