Subject: Animal control bill
Aloha, I strongly urge you to pass Communication 22.1, Bill #4, Draft 2. In
my neighborhood of Ainako, Hilo, we have 2 major problems: the invasion of
Albisia trees and the lack of animal control. Loose and/or barking dogs,
neglected and bored dogs on very short chains and poor santiation as well as ~ ` `c
the harboring of unsterilized/unneutered feral cats are the largest source Jn~.-- ~2~__

of contention amongst close neighbors. The requirement that one confront lo`i_ _
his nieghbor to register his complaint before seeking further action is I
inadvisable. Any help we can get to lessen these problems is welcome.
