Re: Resolution Creating Positions
Enclosed is a resolution creating thirty (30) Police Officer III (Temporary) positions for the Hawaii
County Police Department. Currently, the Police Department temporarily reallocates individuals
to Police Officer III positions and assigns them as Field Training Officers (FTO) to new recruit
classes and to Police Officers II that have been off work for an extended period of time. The FTO
position provides the daily training supervision to the recruits and officers. The present
reallocation process involves numerous personnel and payroll forms being generated and passed
between the Departments of Finance, Civil Service, and Police and the Office of Management for
screening, acquiring approvals, and processing. The creation of these thirty (30) Police Officer III
(Temporary) position will allow the Police Department to temporarily assign qualified individuals to
the FTO positions via the payroll process, will provide more flexibility in starting and terminating
the FTO positions, and will reduce the amount of paperwork and time on the part of all
departments involved with the current process.

Attached please find the Managing Director's approval to create thirty temporary
Police Officer III positions to be used for our Field Training Officer Program.
Please prepare the resolution and forward this request to the County Council at
your earliest convenience. We hope to start our next recruit class in April 2005,
so the creation of these positions by the end of March will assist the department.

Request to create 30 unfunded Police Officer III TEMP positions to use for our Field
Training Officer (FTO)program. These positions would directly supervise the recruits and
officers who have been off work for extended periods by providing daily training and
supervision necessary to recommend whether the employee is ready to advance to
the next step of their employment, i.e. advance in the recruit class or return to full
regular duty. Often, the original terms are adjusted, which require the department to
submit requests to extend or terminate the appointments. These changes generate
additional paperwork by the department, Civil Service, and Finance. By creating TEMP
positions, the department can internally TA (temporarily assign) qualified employees via
the payroll process. This would allow the department more flexibility in starting and
terminating the FTOs, as well as reduce a lot of paperwork and time on the part of the
other departments.

1. Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):
The Department currently reallocates individuals and assigns them as Field Training Officers
for each recruit class and Police Officer Its who have been ofF work for an extended period
of time. This current process involves having the officers apply, Civil Service screen
applications, then submitting individual requests with Source of Funds. Reallocation notices
must then be generated, changes made through FRESH, WANG, Civil Service, and Finance to
effectuate the temporary reallocations. The reallocations may vary from one month to six
months, depending on the employee being trained. It is not unusual for the reallocation
periods to change by being extended or terminated earlier due to promotions, Family Leave,
Sick leave, etc. which then require approval of the change and subsequent forms to be
processed.

short term contracts, etc.
We can continue processing the temporary reallocations as mentioned above, or create the
TEMP positions, which would allow the department the flexibility of TA (temporary
assignment) to qualified employees. This TA method would reduce paperwork all around,
allow last minute changes, and still accomplish the same goal of training our recruits and
returning officers. The department will ensure that officers who are temporarily assigned
are qualified.
3. How will new position increase the efficiency/effectiveness of operations? (Use productivity
measurements where possible.):
The proposed change will reduce paperwork in our department, Mayor's Office, Civil Service
and Finance, as we will not have to submit requests for individual positions each time the
need arises. It will also afford the department flexibility in making changes to assignments,
duration of the assignment, etc. which is difficult with our current method of operation.

4. Alternatives that were considered in lieu of new position. (Have technological changes been
considered?)
Technological changes will not affect our process of training the recruits or returning officers.
The one to one direct supervision is required for such training.
Contracts would be as cumbersome and since the duties are already performed by Civil
Service positions, we do not believe we would be able to contract such duties.
5. Why were manpower needs not planned through budgetary process?
As these positions will not require additional funding, planning of these positions would not
be affected by the budget process. We plan to use existing funds in the TA accounts and
vacant positions to fund the necessary assignments.
6. List other rationale or pertinent statements and data:
In calendar year 2004, we processed 38 employees for Field training officers for one recruit
class and returning employees. We may end up with two recruit classes this year,
depending on the size of each class. Each employee request generates an application from
the employee, screening by Civil Service, approval from the Managing Director, Source of
Funds, Reallocation notice, Form 13 and 05 to effectuate the change. At minimum, there
are five forms /papers passing through four departments for the upward movement, and
again when the appointments are terminated. By creating the TEMP positions, our
department would only process the Finance TA form for each pay period.

such as abandoned and derelict vehicles, and unattended deaths, coroner's inquest, etc. and corrects same as

MINIMUM QUALIFICATIONS REQUIREMENTS:
Training and Experience: A combination of education and experience substantially equivalent
to graduation from high school and two (2) years of police experience in the Hawaii County Police
Department.
Oualifcation for Firearms: Must be qualified to carry and/or possess firearm or ammunition
in accordance with State and Federal laws, e.g. no misdemeanor or felony domestic violence
conviction.
License Requirement: Possession of a valid State of Hawaii driver' license (Class 3) or any
other valid comparable motor vehicle operator's license.
Knowledge of: police principles, practices, methods, and techniques; the geography of the
County of Hawaii; the social-economic composition of the community; the standard rules, policies,
and procedures of the Hawaii County Police Department; pertinent County, State, and Federal laws
and ordinances; the laws of arrest; court procedures.
Abili to: interpret and explain laws, ordinances, and regulations; apply police principles,
practices, methods, and techniques; give and follow oral and written instructions; observe people
and events and memorize fads and details pertinent thereto; evaluate and assess different kinds of
