RESOLUTION NO. 40 05
RESOLUTION CREATING THIRTY (30) POLICE OFFICER III (TEMPORARY)
POSITIONS FOR THE HAWAII COUNTY POLICE DEPARTMENT
WHEREAS, the Police Department currently reallocates individuals and assigns them as
Field Training Officers (FTO) to each recruit class and to each Police Officer II who has been off
work for an extended period of time; and
WHEREAS, the FTO positions that directly supervises the recruits and officers by providing
daily training and supervision are at the Police Officer III level; and
WHEREAS, the current reallocation process involves numerous personnel and payroll
forms being generated and passed between the Departments of Finance, Civil Service, and Police
and the Office of Management for screening, acquiring approvals, and processing; and
WHEREAS, the creation of the thirty (30) Police Officer III (Temporary), PO-09 positions will
allow the Police Department to temporarily assign (TA) qualified individuals to the FTO positions
via the payroll process; and
WHEREAS, the TA method will provide more flexibility in starting and terminating the FTO
positions and will reduce the amount of paperwork and time on the part of all departments involved
with the current process; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that thirty (30) Police Officer III (Temporary), PO-9 positions be created in the Hawaii
County Police Department.
