SUBJECT: BILL 18, DRAFT 5, ORDINANCE AMENDING CHAPTER 20 OF THE
HAWAII COUNTY CODE 1983 (1995 EDITION) RELATING TO REFUSE
FEE SCHEDULE: GREENWASTE TIPPING FEE
Forwarded for your review and consideration is a proposed Draft 5 of Bill 18, relating to the
County tipping fees for any solid waste or organics schedule.
This draft of Bill 18 reflects solutions to issues discussed at a meeting with concerned businesses
in Kona on Monday afternoon, January 31. There are three changes.
1. This draft amends the proposed bill by inserting a new section (C) and renumbering the other
provisions as follows:
(2) Greenwaste and Organics Diversion
(A) All clean greenwaste and acceptable organics must be delivered to a specified
County greenwaste and organics collection facility.
(B) The greenwaste and organics disposal fee is set at 25% of the landfill disposal
fee as described in Section 20-49 (a) (1) (A).
~C) The greenwaste and organics disposal fee is set at 65% of the landfill disposal
fee as described in Section 20-49 (a) (1) (B) at a County greenwaste and
organics collection facility without scales. These facilities are able to accent
Tune I and Type II trucks only.
(D) Greenwaste and organics must be separated from other solid waste in order to
qualify for the reduced greenwaste and organics disposal fee.
(E) The greenwaste and organics disposal fee maybe suspended by the director if
the greenwaste and organics facilities are not operating.

2. This draft delays the implementation date by three months, from July 1, 2005 to October 1,
2005.
3. This draft accurately refers to the applicable fee sections in a previous section of
the Code.
Improvements in the bill are achieved by:
• Adding the concept of solid waste facilities with more functionality, in this case scales. We
will now create flexibility for small businesses with a convenient drop-off location.
• Basing the fee on volume (measured in cubic yards) and gross vehicle weight of truck as well
as by weight. At a smaller location, we will not need to provide scales or a scale attendant,
thereby reducing labor costs for the County and any vendor. At the lazger primary location,
we will still chazge by weight.
• Charging more for convenience, we maintain the incentives for clean greenwaste and
organics to be delivered to our larger primary location.
• Delaying the implementation date. This allows all parties more time to make needed
adjustments.
