Dear Members of the Hawaii County Council:
I write urging you to pass legislation on animal control including
more owner accountability and steeper fines for re-incidence. I think
that Bill #4, Draft 2 is the direction to go.
I have been attacked numerous times by unleashed dogs (and dogs that
have broken their leashes) while walking in my own neighborhood. I am
also threatened by ferocious looking and acting dogs as I walk through
my neighborhood, some of whom appear to be held back by very tenuous
tethers. Walking by a house with a'tethered' wild-acting, snarling,
barking dog, is like walking by a house with a'crazy' person waving a
loaded pistol at me. That dog, if it breaks free is every bit as deadly
as a well-aimed bullet.
My wife has also been attacked numerous times in our neighborhood
with puncture wounds requiring medical care. Something has to be done
and if the Council will not, the court system will be the next resort
with the county as a co-defendant.
Why should people be afraid to walk in their own neighborhood? Please
choose the safety of humans over the convenience of lazy, thoughtless,
and dangerous dog-owners.
