HomeMy WebLinkAboutRES 042 Draft 01 2004-2006 yMSV Oi M COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 42 05 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN INTER-GOVERNMENTAL AGREEMENT WITH THE CITY AND COUNTY OF HONOLULU, PURSUANT TO HRS 46-7, FOR REAL PROPERTY TAX SUPPORT SERVICES; AND AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR WHEREAS, the real property administrations of the four (4) counties realize that they have common concerns and need to support each other; and WHEREAS, it was determined that benefits could be realized by working together to share resources; and WHEREAS, through a cost sharing agreement with the City and County of Honolulu, certain services will be provided to support our county's real property tax program; and WHEREAS, the scope of services, limited to areas of statewide concern, common to all counties, and provided in editable electronic formats, includes technical services; development and maintenance of a building classification manual; training and technical support for valuation methodology; and technical support for standards, procedures, and reports; and WHEREAS, the County of Hawaii wishes to enter into this multi-year inter-governmental agreement with the City and County of Honolulu for three (3) years and with the option of two additional one-year terms; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers; and WI~EREAS, Section 10-11 of the County Charter requires that any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year be approved by resolution. NOW, °TF°IEI~EFORE, ~E IT RESOLVED ~Y THE COUNCIL OE TOLE COUNTY OF H~4WA1`I, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, amulti-year inter-governmental agreement with the City and County of Honolulu. BE IT FURTIiER RESOLVED that sufficient funds be budgeted in future fiscal years to cover the anticipated obligations of the County under the terms of the agreement. E3E IT FUI~T~4ER RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Office of the Mayor and to the Department of Finance.
