County General Plan Revisions

"Phis firm represents numerous land owners and developers on the island, some of whom N
are concerned that they did not receive adequate notice of the proposed revisions to the Hawaii
Cotmry General Plan for the County of Hawaii ("General Plan") as represented in Draft 5 of the
General Plan Amendments.
Drafr 5 of the General Plan Amendments were provided to the public, both in hard copy
and also via the Internet. However, the hard copies did not contain color maps. The Internet
version of Draft 5 made available to the public aid not Have any maps attached at all. As color
coding is used on the maps to mark and identity various land use designations, it is very difficult
to ascertain the impact of the proposed Draft 5 Amendments without color renditions of the
maps. Therefore the public is without information as to the proposed changes,
Additionally, I understand that two versions of graft 5 of the General Pl~ul Amendments
including maps were made available for public viewing at the County Council's Office. One was
the official map in color, and the other map apparently was coded for the Council members' use

to highlight the proposzd amzndments. The two vzrsions of Draft 5 may have confused
members of the public, as they did not lrnow which map would be adopted by legislafivz action.
When we asked for funkier clarification on the proposzd changes and interpretation of the maps
we were advised to set an appointment with the Legislative Auditor.
Thank you for the opportunity to report these conezrns.
