I oppose Section I ]-5 (5) "Pay in-lieu fees to the Agency". Developer past track record shows that this loophole will be used to the detriment of the community. A developer will call this fee a part of the cost of doing business, then raise the prices on their development and thereby push housing cost further out of the reach of the average community member. I urge you to either (1.) Raise the fees to a 110% cost of developing an affordable housing site. (2.) Eliminate this provision and promote a mindset with developers that they are a responsible key to a community•'s development program. The rest of the bill supports these Ideas of developer responsibility and provides many good options for them to follow. I might add that a push towards unity between developers could cause some very nice community development to take place. Remember the Big Island will always be all attractive place to live and good developers wilt join in when an example of commitment to "community" is set by the county and state planners.
