Without this document and the necessary Regional Development Plans, as your representative I lack guidance as to my approach to rezoning actions that appear regularly on the County Council's agenda. Most of these applications aze small in size, i.e. subdividing a five acre parcel into one acre or 2 1/2 acre parcels in order to construct additional residences. Taken individually, none dramatically impact local infrastructure problems. Taken collectively, however, some adverse impact is likely. Let me be cleaz, the developers proposing these changes ECRWSS are doing nothing wrong, nor are the property owners KAMUELA RESIDENT involved. My question: do Waimea residents wish to see p0 BOXHOLDER these applications approved? Is there any reason for me KAMUELA, HI 96743 to interfere in this process and halt this type of growth? If Waimea had a Regional Development Plan, the answer might be obvious, but since that isn't the situation, how do you wish me to vote on issues of this nature? To provide that guidance, I ask that you take a minute and participate in this `straw poll'. AYES or NO response is all that is required. I recognize that few actions are this simple, however, some general idea that identifies the community's approach to these issues is my purpose. I ask that you return your response to me not later than February 15, 2005 by mail or simply hand this card in at my office in the Holomua Center across the street from the Police Station. If the vote is close, one way or the other, I will decide myself how to vote. However, if the results of this pool show a clear preference, I will vote in that manner regardless of my own personal feelings. Obviously, I can't address each issue in this way. Occasionally, however, I believe it's worth the effort to reach out as the local representative of both the residents AND the developers to find a consensus on topics of importance. I ask that you assist me and participate in this effort. QUESTION: as a matter of routine, should I vote to approve all small (ten acre parcel ar less) sub-divisions in the Waimea area until a Community Development Plan provides better guidance?
